The only difference is the entity type name printed at the top of the form. DOS-1708-f says "Certificate of Publication of [a domestic limited liability company]" while DOS-1709-f says "Certificate of Publication of [a domestic professional service limited liability company]."

The LP and LLP forms (DOS-1711-f and DOS-1713-f) follow the same general structure but reference different governing laws (the Partnership Law rather than the LLC Law) and may have slightly different signer requirements.

DOS-1708-f — Domestic LLC

DOS-1709-f — Domestic PLLC

Used by Professional Service Limited Liability Companies — entities formed by licensed professionals such as lawyers, doctors, CPAs, and architects. The publication requirement is governed by Section 1203 of the LLC Law. The form is identical to 1708-f except it says "professional service limited liability company" where 1708-f says "limited liability company."

DOS-1710-f — Foreign PLLC

For Professional Service LLCs formed in another state that have registered to do business in New York. Governed by Section 1306 of the LLC Law. This is the least common form type.

DOS-1711-f — Domestic LP

For Limited Partnerships formed under the NY Partnership Law. LPs must publish within 120 days of filing their Certificate of Limited Partnership. The publication requirements mirror those for LLCs — two newspapers designated by the county clerk — but the governing statute is Section 121-201 of the Partnership Law, not Section 206 of the LLC Law.

DOS-1713-f — Domestic LLP

For Limited Liability Partnerships registered under Section 121-1500 of the Partnership Law. LLPs must publish within 120 days of filing their Certificate of Registration. Like LPs, the publication process is structurally the same as for LLCs — two newspapers, six weeks, county clerk designation — but the legal authority is the Partnership Law.

DOS-1714-f — Foreign LLP

For LLPs formed in another state that have registered to do business in New York. This is the counterpart to DOS-1710-f but for partnerships rather than professional LLCs.
